Income limits apply to total household income. "Full" counties are entirely Targeted Areas; in "partial" counties, check the address in the state's MMP Mapper.

How household size is counted: everyone living in the home counts, regardless of age. A doctor-certified pregnancy counts as an additional person. Income counts every adult 18 or older in the home, including salary, retirement income and investment gains.
